Use the selection process to test how the provider works. A good partner should ask detailed questions about outcomes, management, systems, and culture before promising a timeline or candidate volume.

Questions 1–4: Recruiting quality

Ask: Who will recruit the role? How is the search strategy built? How are technical and communication skills evaluated? What evidence accompanies each candidate recommendation?

Look for a repeatable process with role calibration, active sourcing, structured screening, and concise candidate notes. A database of resumes is not the same as a qualified talent pipeline.

Build a comparable scorecard

Score every provider against the same criteria and request the same role-specific deliverables. Include talent quality, functional expertise, communication, employment structure, price transparency, support, references, and scalability.

Warning signs

Be cautious when a provider guarantees an unrealistic timeline without understanding the role, avoids naming the local employer, cannot explain the monthly invoice, or sends large numbers of lightly screened resumes.

Also examine incentives. If the provider earns more from rapid turnover or constant replacement, its interests may not align with building a stable team.
